As I was discussing in the Suggestion thread, I'd like to see the Immigration Mod make an appearance in WoC.
TheLopez had a really great concept when he made the Immigration Mod. Immigration is fundamental to human history, and is something that was not present in Civilization IV.
But as it was, the Immigration Mod, while a really neat idea... wasn't all that fun in the game. Immigrants would happen a little TOO often, and alot of times it seems out of nowhere. It made it a little too hard to manage your cities.
While immigration did happen throughout civilized history, the immigration represented in Civ 4 should be of a monumental, historical nature. Immigration in Civ 4 should represent mass exodus, not everyday "border jumping". So with that, I would like to see the Immigration Mod become a part of WoC, but with some fundamental changes.
1) Immigration should only happen in Civ 4 only as a last resort. For example: You (or the AI) is terribly mis-managing a city. It's been under heavy revolt for several turns. Despite several pop-up messages telling you the situation, you (or the AI) still can't make ends meet. Finally, the citizens of that town decide leave the city... and leave to found their own Civilization!
In otherwords: When if your city has been under civil unrest for a few turns, a popup would appear telling you the situation, and how to fix it (ie: more temples, more military, stop war, etc). This message would popup every 3-4 turns or so. After a certain amount of turns, the citizens (if they're starting to riot) will break off from the city and automatically create an Immigrant unit. This unit should take away 1 population point from the city.
This Immigrant unit will then be like a settler unit... it will go out and found a new city, only it will be for a brand new Civilization. Think of it sort of as a forced Colonization. This Immigration event shouldn't happen all the time, only under the most dire circumstances.
We could also take it a little further, and make it so that the new Civ that is formed by the immigrant is reflected by the Art Style of the original Civ. Or... perhaps some kind of .ini file where you can assign which Civs are formed when an Immigrant founds a new city.
Example: The Romans have a city that is rioting. An immigrant breaks off and founds it's own city, thus starting a new Civilization. The Civs available to the Roman Immigrant unit could create the Byzantines, Holy Roman Empire or France.
If the Zulu have a city that is rioting, the Zulu Immigrant unit could create the Mali or the Ethiopans.
If the Chinese have a city that is rioting, the Chinese Immigrant unit could create a Khmer, Mongol, Korean or Japanese civilization.
Another idea would be to limit the number of Immigrant units a Civ can produce. So if you're having a really bad game, and have cities rioting all over the place, your Civilization can only create "X" amount of Immigrants before no more can be created.
Hopefully I explained it well. I don't know how difficult this would be to code, but it's an idea.
