I think we need to add new depths to diplomacy and make the AI more "aware" of the importance of diplomacy and the need to cultivate good diplomatic relations with other players. In particular, I'd like to expand the attitude factors and give more opportunities for direct and immediate means to improve relations, and I would like to improve trade deals... in particular, I would like a peace treaty with a badly beaten AI to be better leverage for other concessions. Right now they'll hardly give up anything for a peace treaty even if they're getting stomped.
I think we also need to work on the AI's management skills. Combat has been dramatically improved by inclusion of Better AI in BtS, but the AI still needs work on how and why it gets into wars and it's pre-war preparations as well as its general peacetime management of its economy.

Among other things regarding diplomacy, the AI seems to ask for things to much rather than try to bargain for them... I mean, it would be nice if rather than just saying "Stop trading with Russia", they say "If you stop trading with Russia, we'll give you Iron or Civil Service".
I'd also like to see city-trading become more important in diplomatic deals... especially if there are cities that have been recently conquered or otherwise acquired.
